Napoleon had been defeated. The Congress of Vienna had divided Europe into a new order. The Rhineland was annexed to Prussia. This news was received with mixed feelings. The inhabitants of Kleve and Moers, which had been Prussian before 1794, welcomed their return. On the other hand, Rhenish Catholics from Cologne to Trier mistrusted Prussia and its Reformed Church.
